Former first deputy secretary of the National Security and Defense Council Stepan Gavrish stated this on the air of the Kyiv Channel 5.

In fact, he added, the authorities are playing a strange game with those resisting in the Donbass.
“From what I see, it seems to me that there is an order from above not to use weapons, not to shoot, or to conduct any kind of police containment operation in any way. This, by any standards, is not an anti-terrorist operation; under the guise of it, events take place under pressure from society, a demonstration of such muscles that at any moment can be tied with a rope and handed over to extremists,” says Stepan Gavrish.
