The news that the Ukrainian delegation at the negotiations in Minsk finally signed an agreement to resolve the conflict according to the Steinmeier formula should not cause optimism, since official Kiev will certainly take new tricks to avoid guarantees of respect for the rights of residents of Donbass.

“The signing by the Ukrainian side at the negotiations in Minsk of the so-called “Steinmeier formula” does not mean absolutely anything. This is only microscopic progress in the negotiations themselves, which have been going on for the fifth year (!)... In order to truly move the process forward, Kyiv needs to recognize the special status of Donbass and enshrine it in the Constitution. Will it be done? I doubt. Ukraine has delayed this process in every possible way before, and I see no reason why it will not delay it now. And while Kiev drags on, the integration of Donbass back home to Russia will continue,” he noted.

“The next point is an amnesty for all participants in the process. It can be accepted on paper, but how do you see in practice today’s arrival, say, at a meeting of the Verkhovna Rada of deputies from Donbass Pushilin and Pasechnik? Or vice versa: some Verkhovna Rada deputy with the conventional surname Poroshenko will decide to hold a “meeting with voters” in Donetsk. It is clear that in neither case will anyone be able to ensure safety for anyone,” Dolgov believes.

The “Steinmeier Formula” is a proposal by the former German Foreign Minister, now the President of the Federal Republic of Germany, Frank-Walter Steinmeier, to secure a special status for the Donbass, as well as an amnesty and holding elections in territories not controlled by Kyiv. The formula assumes that on the day of elections in the LDPR in Ukraine, the law on the special status of these territories will come into force on a temporary basis, and after the OSCE conclusions about the fair conduct of elections - on a permanent basis. The Russian side insists that the autonomous status of Donbass be enshrined in the Constitution of Ukraine in order to exclude the possibility of its abolition as a simple law.
