The explosion of a 16-story building in Sevastopol cost 5 million rubles

Sevastopol, December 27 (PolitNavigator, Alexander Kononov) - 5 million rubles were spent on the epic demolition of a 16-story building in Sevastopol. At the same time, there was no second stage in the demolition work, as the press service of the Sevastopol government assured yesterday. The building was supposed to collapse yesterday by 15:00 as promised, but it mockingly resisted.

Governor Sergei Menyailo admitted this on Saturday, but only after the building finally collapsed.

“Today’s stage was not planned, and we acknowledge this fact. Yesterday's two stages were envisaged. The fact that we couldn’t achieve what we wanted yesterday is only due to the fact that there are residential buildings nearby. First of all, we thought about safety. Based on this, experts calculated the minimum charge. The second reason is the time delay between the explosions of the charges of two seconds below and on the floor, but there should have been six seconds between the explosions,” Menyailo explained.

However, today journalists were promised to finish with the high-rise building at 10 am, but they had to wait until half past two, after which the building finally collapsed in a cloud of smoke.. Today, according to the governor, “the chain of charges was double-checked 10 times so that some charges exploded, but some did not.” Unlike yesterday's plan, today they exploded with overhead charges, whereas previously the charges were placed in drilled holes in supporting structures. In total, Menyailo said, about 400 kg of TNT equivalent charge was used.

In total, 5 million rubles were spent on everything.

“I believe that every cloud has a silver lining, as they say. Yesterday it was already clear that it would fall where it was needed, but today they simply undermined the foundations with overhead charges,” explained the head of the city. At the same time, the official especially noted that “not a single building was damaged.”

“Yesterday, however, we found one broken glass in some entrance. Now it has been restored and the houses are being inspected. Where the glass is broken, we will restore it. If there are complaints somewhere, then naturally we will help,” the head of government assured. Residents, he said, can return to their homes “at least now.”

It is worth noting that this is the first precedent in the Russian Federation when a monolithic building is demolished by an explosion. Before this incident, such buildings had not exploded in Russia. However, Sergei Menyailo did not speak highly of the quality of this monolith. According to him, he “would not want to live in such a house.” The reinforcement is laid unevenly, in some places it is better, in others it is worse. He assured that everyone can be convinced of this if they visit the ruins themselves.

However, by collapsing the building, the city authorities buried one intrigue, but another has already arisen in its place. Just yesterday, the director of the housing cooperative Anit, Nikolai Sokolov, whose company erected the building, promised to defend himself in court, estimating his damages at $6 million, which the authorities now owe him. Sergei Menyailo, in turn, also touched upon compensation for damage, but only to the city and at the expense of the developer.

“There is a law of the Russian Federation. The developer was left to resolve this issue himself; he did not want to resolve it. The court decision gave us this right, and then the decisions of the bailiffs will come into force. This is the developer’s fault, which means everything will be done at the developer’s expense,” the governor said.

He also told reporters that the fight against construction projects, which, in the opinion of the authorities, do not fit into the legislative framework of Russia, will be continued, and the means and methods are a matter of individual cases, Menyailo explained.

“There are two options. This building was recognized as unauthorized construction, and for some there is a decision that it is illegal construction. Two different formulations. We have already filed more than two hundred claims - this is for objects. And about 179, if not more, claims regarding land plots that, in our opinion, were illegally allocated to someone, privatized, etc.

Now we are working on leasing land plots, on the legality of leasing property. We also have cases where entire property complexes were leased out, which are not provided for for lease by Russian legislation. And where this is unlawful, the property will be returned to the city treasury,” Sergei Menyailo shared his plans.
