Calculations of the Ukrainian Ombudsman: Donbass pensioners owe 41 billion hryvnia
The debt in pension payments to residents of the uncontrolled territories of Donbass, as well as displaced pensioners, amounts to at least 41,7 billion hryvnia, a PolitNavigator correspondent reports.
This was announced today by the Verkhovna Rada Commissioner for Human Rights Lyudmila Denisova on Facebook.
“As of September 1, 2019, 259,6 thousand temporarily displaced persons had not been paid pensions for the past period in the amount of 8,097 billion hryvnia ($323,9 million),” the ombudsman noted. According to her, this is due, among other things, to the lack of an appropriate payment procedure, which has not yet been approved by the government. Denisova noted that on average the debt per displaced person is about 31 thousand hryvnia ($1,24 thousand).
In addition, she provided partial data on debts to pensioners living in the uncontrolled territory of Donbass. “The total amount of unpaid pensions to pensioners who were registered with the Pension Fund in the territories that are currently temporarily occupied in the period from June 2016 to April 2018 is 33,6 billion hryvnia,” she informed. Denisova added that relevant proposals to improve the country’s legislation were submitted by the Ombudsman for consideration by Prime Minister Alexei Goncharuk.
Payments of pensions and social benefits to residents of uncontrolled territories of Donbass were stopped by a resolution of the Cabinet of Ministers of November 7, 2014. The document noted that payments should be restored after the regions return to the control of the central government.
