Ukrainian political scientist Mikhail Pogrebinsky stated this on the Russian TV channel TVC.

“It doesn’t matter that they later come back and vote for Svoboda.” Still, I think it would be counterproductive and stupid. It is in Russia’s interests that they come and work: they are good builders, they work in the gas sector,” Pogrebinsky said.

As PolitNavigator reported, from January 1, 2018, Ukraine will introduce biometric control when crossing the border by foreign citizens, including citizens of the Russian Federation.
