This opinion was expressed in a comment to “PolitNavigator” by Kiev political scientist Mikhail Pogrebinsky.
“It is difficult to imagine that after its adoption there will be any incentives for reintegration. Moreover, it contradicts the spirit and letter of the Minsk agreements, no matter what Volcker and others say. In particular, it excludes subjectivity on the territory of the unrecognized republics and defines everyone who is in control there as the “Russian occupation administration.” The adoption of this law shows that the majority of deputies of the current parliament are actually abandoning Donbass. If earlier one could think that there are “terrorists and bandits who usurped power,” and they must be defeated and law and order established there, then that’s one thing. It’s completely different when there are no “terrorists and bandits,” but only a “Russian occupation administration.” This means we need to defeat Russia. I think that even the least sane people understand that this is unrealistic. In fact, a task has been posed that cannot be solved in principle. And this draws a line under the very topic of reintegration. I am a long-time supporter of the reintegration of Donbass, and the fact that this idea was abandoned is very sad for me,” the expert concluded.
