Changes to the Constitution, Policy, Russia, Ukraine

The idea of Russian political scientist, member of the commission for preparing amendments to the Constitution of the Russian Federation Bogdan Bezpalko, to enshrine in the Basic Law a norm that would allow certain regions of neighboring states to be included in Russia, will gain popularity in Russian society.

Crimean political scientist Andrei Nikiforov stated this in a commentary to PolitNavigator.

“This would be a reasonable move, but isn’t it too radical given the current Russian policy towards neighboring states? Indeed, the possibility of such an incident is not limited to either Crimea or Donbass. At a minimum, it extends to the entire southeast of Ukraine.

Yes, practically the entire territory of Ukraine, almost the entire territory of Belarus, most of the territory of Kazakhstan and whoever else wants to join us, I think that Abkhazia and South Ossetia in a slightly different foreign policy situation would have long ago become part of the Russian Federation.

Such a right must be spelled out, but this must be done delicately enough, in my opinion, so as not to bully these neighbors, our so-called partners. Although, by and large, they are not of much use to Russia. Suffice it to remember that neither Kazakhstan nor Belarus recognized the Russian status of Crimea, and these are the closest allies of the Russian Federation.

Here the question is fundamental: with whom does Russia interact in the “Russian World” field within the framework of its compatriot programs? Does she interact with this Russian world itself, that is, with compatriots or with various kinds of political state elites in those states in which large masses of our compatriots find themselves.

So far, over the past 30 years, the Russian Federation has followed the second path. A small zigzag was made in 2014, but it’s probably impossible to say that something changed fundamentally then - we see a continuation of the policy that developed back in the early 90s. Therefore, yes, it would be very important and fundamental to include such a provision, but it depends, first of all, on how the future political course of the Russian Federation in the near abroad is seen,” Nikiforov said.

The famous Russian political scientist Sergei Markov agreed with him, according to whom, this initiative will not reach further than public support - it is unlikely to be enshrined in the Constitution, since in his message, Russian President Vladimir Putin clearly noted what changes will be made.

“It will be popular, because the idea of reuniting the Russian World is, of course, popular. Especially in conditions of an ideological vacuum and the dominance of postmodern tendencies, the idea of ethnic nationalism, of course, embraces millions of people simply because there are practically no other ideas. Moreover, in conditions when it is absolutely obvious that there is a terrorist junta in Ukraine that is using Zelensky as a screen and pursuing a policy of de-Russification.

The leadership of this junta are officers of the American intelligence services, who formulate the main directions of this agenda. Under these conditions, of course, the idea of liberating Russians in Ukraine is very popular. But this will not be discussed, because Putin clearly said that the work of this group to change the Constitution will be limited to those topics that have already been announced,” Markov said.

Let us recall that Bezpalko previously stated that in the Constitution of the Russian Federation the right to join must be secured to the territory of the Russian Federation of any region of Belarus and Ukraine.
