The elected President of Ukraine, Vladimir Zelensky, can dissolve the Verkhovna Rada at any time, regardless of whether there is a coalition in it or not. The famous Ukrainian lawyer Tatyana Montyan stated this in her blog, a PolitNavigator correspondent reports.
She notes that the main thing for Zelensky is to issue a corresponding presidential decree, which can be appealed by deputies who disagree with the decision, but this process will take a long time.

In principle, this is not relevant at all for the simple reason that if “Zelets” has a desire to disperse the Verkhovna Rada, it is enough for him to simply write in his decree: “Dear comrades, I believe that you do not exist” from such and such a time. He writes this in his decree, and you, comrades, if you don’t agree with this, then go hand in hand to the Supreme Court and appeal the presidential decree. But the sad thing is that the court cannot suspend the effect of such a decree. And the matter will be heard, heard, heard, but the decree must be carried out,” Montyan said.
However, the Popular Front, which the day before left the coalition in the hope of receiving immunity from dissolution by the Verkhovna Rada, is convinced of the opposite.
“The only basis for considering the coalition non-existent is solely the statement of the head of the Verkhovna Rada, which was made. That is, the coalition has ceased to exist from today. All other insinuations, interpretations, and false statements have nothing to do with either the Constitution or the current legislation. Neither from today nor to this day, neither the outgoing president nor the new one, has any grounds, legal or constitutional grounds,” said the head of the PF faction in parliament, Andrei Teteruk, on the ZIK TV channel.
Let us recall that Zelensky needs the dissolution of the Verkhovna Rada and early elections in order to bring the maximum number of deputies loyal to the new president into the new parliament at the peak of his popularity.
If it is not possible to dissolve the Rada, the election campaign should take place in the fall, but by this time Zelensky may lose popular support due to disappointment and economic problems in Ukraine.
Now Zelensky does not have a faction in parliament and cannot lobby for the necessary personnel appointments.
