The social insurance fund for temporary disability, which amounts to more than UAH 55 billion, is being stolen. The head of the Free Trade Union of Medical Workers, Oleg Panasenko, announced this at a meeting of the “Coordination Council on the restoration of Ukrainian statehood in the Donbass and the Autonomous Republic of Crimea.”
When financing payments for sick leave, according to control and audit inspections, more than 30% of payments are made on the basis of fictitious sick leave forms issued. Illegally withdrawn and misappropriated public funds in favor of managers at various levels - more than 8.2 billion UAH.
A similar situation arose when organizing sanatorium treatment for insured people. With direct financing of payment for vouchers in the amount of UAH 20.6 billion. and kickback rates from 15% to 30%, a group of fund officials illegally withdrew and misappropriated more than UAH 80 million.
In terms of financing of sanatoriums and dispensaries in the amount of 396 million UAH, officials of the funds amounted to about 40 million UAH. withdrawn for personal interests, said Oleg Panasenko.
According to him, another area of criminal activity in the field of social protection has recently become the appropriation of sanatorium-resort complexes and medical and recreational institutions.
“There is a theft and withdrawal of shares of Ukrprofzdravnitsa and Ukrfproftura through the mechanism of transformation of the regulatory corporate structure,” said Oleg Panasenko.
