This is what Ruslan Bortnyk, director of the Ukrainian Institute of Policy Analysis and Management, thinks.
“She expanded his (conflict - Ed) social base. If in 2014-2015 the state had pursued an effective policy in terms of providing work, housing, medical and educational services, and a policy for the reintegration of these people in new places of residence, then the social basis of the conflict would have been narrower. Many more people would leave the conflict territory, much fewer would be forced to take part in the activities of those authorities (de facto and in quotes) that have developed in Donetsk and Lugansk. But since there was no effective policy, many people were forced to remain in these territories. They are, to one degree or another, involved in political and military processes in these territories, which has complicated the resolution of this conflict. I am already silent about discrimination against immigrants in terms of political rights. This, of course, will be an additional log to the fire of this conflict,” he says.
