US policy makes it impossible for Russia to return to cooperation in the “sensitive area”
The State Duma today adopted a law suspending the Russian-American agreement on plutonium disposal. 445 deputies present voted in favor, one abstained.

“The reason the President issued this decree and introduced the corresponding bill is Washington’s ongoing hostile policy towards Russia, which began long before the events in Crimea and Ukraine. By 2012, it had acquired stable forms in the form of well-known legislative anti-Russian initiatives and the introduction of sanctions policies. Taken together, this led to a radical change in the circumstances that existed at the time the agreement was concluded,” Deputy Foreign Minister Sergei Ryabkov said, speaking in the State Duma.
According to him, there are currently 2881 legal entities in the Russian Federation and 81 representatives of all branches of government under American sanctions, introduced under far-fetched pretexts.
“We have formulated a set of demands that can return Russia to the implementation of the agreement. Their scale is such that Washington will not agree to this. We took advantage of this situation in order to facilitate the implementation of the national program for closing the nuclear cycle, but most importantly, to tell the United States in a harsh form that their anti-Russian policy is unacceptable to us,” Ryabkov said.
The head of the Duma Committee on International Affairs, Leonid Slutsky, believes that Russia’s return to the agreement is practically impossible due to Washington’s hostile policy.
“Today the United States is pursuing a policy that makes any hope of returning to cooperation in this sensitive area utopian. We must understand that cooperation in such a subtle and delicate area can only be done with a power that can be trusted. If in the foreseeable future, and it is difficult to count on this, Washington’s attitude towards Russia changes qualitatively and radically, then we will be able to return to cooperation,” Slutsky said.
The law states that the agreement and the protocols to the agreement can be renewed after the United States eliminates the reasons that led to a fundamental change in the circumstances that existed on the date the agreement and the protocols to the agreement entered into force.
