Political scientist Pavel Rudyakov stated this in his blog, a PolitNavigator correspondent reports.
According to him, despite the fact that according to Ukrainian legislation, holding such an event requires only notifying the local authorities, and not obtaining permission, the city council, under pressure from nationalists, has already announced possible clashes and provocations.
“Events can go unpredictably, things can lead to mass unrest, clashes between representatives of various organizations, and even - God forbid - bloodshed. The fact is that the executive committee of the Sumy City Council did not give permission to the Sumy diocese of the UOC (MP) to hold a religious procession and divine service in Pokrovskaya Square of the city on October 14... In fact, a violation of all written and unwritten democratic rules and norms. Moreover, it is contrary to current legislation. After all, organizers of mass peaceful protests must inform local authorities about their holding, and not receive permission from them to do so. The motivation for the decision, the adoption of which was accompanied by “indignation of the public,” whose representatives for some reason were in the hall where the meeting was taking place (activists rule the roost!), can hardly be considered logical. As one of the members of the executive committee explained, officials were afraid of “clashes and provocations from the Moscow Patriarchate itself,” Rudyakov wrote.
