A political scientist gave a forecast of the situation in Donbass: no war, no peace
The bill, which the Ukrainian parliament voted for again today, does not bring Donbass closer to Ukraine. This is a bill about streamlining management and greater presidential powers, but not about reintegration.

“What is happening is what should happen in those conditions of schizophrenic bifurcation when with one hand we sign the Minsk agreements, with the other we actually disavow them. In the first reading, this law could not be called a law; out of ten articles, seven did not even fall under the definition of a legal norm. In the second, they tweaked it a little and it took on the appearance of a law,” he said.
According to the political scientist, the US Presidential Special Representative for Ukraine Kurt Volker, during his recent visit, upset the supporters of the Ukrainian “war party” by saying that the law on the reintegration of Donbass does not negate the need to implement the Minsk agreements.
“Therefore, apparently, the situation with Donbass will be frozen in the near future; it will not move either towards war or towards peace. By and large, in 2017, the Ukrainian authorities set a course for seizing Donbass. I mean legislative norms aimed at defeating the rights of Ukrainian citizens located in uncontrolled territories: refusal of social benefits, trade blockade - all these specific actions broke Ukraine’s connection with Donbass. And the current bill certainly does not bring Donbass closer to Ukraine. This is a bill about streamlining management and greater presidential powers, but not about reintegration. There is no trace of it in this law,” he says.
