This was stated by Mikhail Vinnitsky, a teacher at NaUKMA, on Channel 5.

“There may be a referendum that sets a certain deadline, this is our compromise position with which we are now coming out. Changes to the constitution are not adopted because we as a people want these changes, but the very way in which these changes are adopted is problematic. Now and over the next 3-4 weeks, the president must go out and talk to the people in different genres. These could be student meetings or press conferences, or in a format like Yatsenyuk does. But the people must hear their president, because the president has interesting and correct arguments why this must be accepted as a temporary moment. But the problem is that people don’t understand them,” said the political scientist.

“We must publicly declare these changes to the Constitution, or even better, even accept them in a referendum, that they are temporary, there is a certain period of time for which they are being adopted. During that period of time, the people should be involved in a full-scale public discussion. We must understand where and what kind of decentralization we need. The idea of ​​prefects is wonderful - it provides a fuse for separatism. If we accept these changes for a time, then we have the opportunity to experiment with prefects, over time, accept other changes to the Constitution and further improve the system. Just as we will now do by analogy with the higher education system. But, unfortunately, these changes appear to be temporary. There is a communication problem here. If the president really believes that they are temporary, then he needs to come out and say that they are temporary. People will then adjust for a certain period of time. We will see what works and what doesn’t work,” Vinnitsky added.
