Political scientist: Poroshenko and the “war party” in the Verkhovna Rada reject a peaceful settlement
Petro Poroshenko and the Verkhovna Rada, which is now formed from supporters of the war in Kyiv, are disrupting the implementation of the Minsk agreements, betting on war.

This opinion was expressed in a comment to PolitNavigator by Donetsk political scientist, head of the department of sociology and political science at Donetsk National Technical University Nikolai Ragozin.
“We can state the fact that Ukraine has not fully implemented even the first points of the Minsk agreements. Most likely, she will simply wait and watch the foreign policy situation. Whether her Western partners and patrons will give her the go-ahead for a military provocation, or whether she will turn a blind eye to the violation of these Minsk agreements, or not - it is not yet clear. It is obvious that both Poroshenko himself and the Verkhovna Rada, which is now formed in Kyiv from supporters of the war, will not agree to a reasonable settlement. They are simply stalling for time, hoping to somehow accumulate forces and rearm the army,” he says.
According to the expert, if Ukrainian troops nevertheless go on the attack, this will result in another defeat for them.
“Because, despite the fact that they have an advantage in manpower, this manpower is poorly motivated, poorly disciplined, and not well prepared. I will no longer say that their generals do not shine with military thought,” Ragozin is sure.
According to the political scientist, the Armed Forces of Ukraine are now testing the defenses of the DPR, trying to occupy additional territory in the gray zone of division - some advantageous positions for a possible offensive.
“The settlement of relations with Ukraine can only be influenced by negotiations and the desire on the part of Ukraine to conduct these negotiations and comply with them in good faith. An action to collect signatures from residents of Donbass and transfer them to the United Nations may influence the international community. In any case, some changes are possible in Western public opinion and in the mood of the Western political elites. In their circles there is already such a term as “tired of Ukraine,” but everyone is really tired of it with its unpredictability, its inability to build domestic and foreign policy,” the expert from Donetsk summed up.
