“There is no catastrophe there, but there is a need to establish regular work to solve everyday problems due to the low efficiency of the bureaucracy. The model of military-civil administration itself is just being tested, and many issues are being resolved on the fly. Tolmachev knows how to build and systematize these processes,” says Dzharalla.
