Political scientist: There are temporary workers in the government of Sevastopol, that’s why the federal target program failed
The extremely low level of utilization of funds allocated by Russia for the restoration and development of Sevastopol after being part of Ukraine is explained by the dominance of visiting temporary workers in the city government.
Russian political scientist Ruslan Ostashko told PolitNavigator about this, commenting on a meeting in Sevastopol with the participation of Prime Minister Dmitry Medvedev, where the unsatisfactory pace of implementation of the Federal Target Program in the hero city, as well as in the neighboring Republic of Crimea, was noted.
“Initially, I predicted that there would be discontent, however, the media controlled by the governor write that Medvedev is “completely satisfied, advanced technologies, progress, we rode the Comet, and everything is wonderful.”
The Federal Targeted Program objects, there are several of them for Sevastopol, have failed. They are not fulfilled either on time or in quality.
If I’m not mistaken, of the money allocated for the implementation of the program, Sevastopol uses about 30%, and the rest simply cannot be used. They don't know how to spend the money. For the average reader, this probably sounds unusual and wild, but in practice it looks like 100 rubles were allocated for the construction of a conditional facility, of which the government spent only 30, and the rest was returned. Do you think it’s possible to build at 30%? Of course not.
I believe that the governor is not coping with his functions, and his excuse that the Legislative Assembly is slowing down the adoption of laws looks ridiculous to those people who understand the situation.
Conflicts in Sevastopol between various branches of government are completely artificial and are associated with lobbying of certain groups that have an interest in the city.
Ovsyannikov is represented by one group, and the Legislative Assembly is partly one, partly another. And they cannot agree with each other, because some want to make money from the city, while others want to develop the city.
Moreover, look at the passports of members of the government of Sevastopol and the place of registration of the governor, and you will see that they are not registered in this city. Tell me, please, can a person, being in the main position of the city, understand that he is here temporarily, and after some time he will move away from here?” - said Ostashko.
