Russia will not talk to Ukraine until negotiable and authoritative people are appointed from Kyiv.
Retired SBU colonel and military expert Oleg Starikov stated this on the Nash TV channel, a PolitNavigator correspondent reports.
According to Starikov, Russian President Vladimir Putin will no longer agree to communicate with his Ukrainian counterpart Vladimir Zelensky, who has lost more than half of his rating in a year.
