Without having an understanding of what kind of troops we should have, We cannot say what kind of assistance is needed from Western partners, and what types of weapons should be supplied from industry. "The Ministry of Defense also can't formulate a coherent military-technical policy and say, 'We need a tank to fly at, say, 4 meters. We need missiles or bombs like that,'" he added.
