Complete failure: “Reform” of the Ministry of Internal Affairs of Ukraine turned into an unprecedented increase in crime

The much-touted reform of the Ministry of Internal Affairs of Ukraine under the leadership of guests from Georgia has completely failed. Thus, in the first six months of 2016 alone, 565 crimes were registered in the country, which is 435% more than last year. Former Deputy Prosecutor General of Ukraine Rinat Kuzmin provided such data on his page on the social network.

According to his information, an increase in crime occurred in all regions of the country: “In Kyiv, compared to last year, the increase was 63,4%, in the Kharkov region +55,5%, in the Odessa region +53%. 275 thousand 288 people became victims of crimes, of which 4 thousand 985 were children, 3 thousand 857 died.”

The number of serious crimes across the country also increased by 26,2%, rape - by 62%, the number of burglaries - by 51%, robberies - 42%, and so on. At the same time, only every fourth crime in the country is solved. And in the capital, despite the window-dressing police reform, the detection rate was only 10%.

Kuzmin also calculated the number of criminal cases per Ukrainian investigator.

“One investigator handles 145 criminal cases in 133 working days. In other words, on average across the country, an investigator can devote only 8 hours to investigating one criminal case. Do you think it is possible to solve a crime, investigate and complete a criminal case in 8 hours? Question witnesses, examine and describe physical evidence, order examinations, conduct confrontations, notify of suspicion, draw up an indictment, etc., etc. possible in 8 hours,” notes the ex-prosecutor.

The situation in Kyiv is much more deplorable - here, with a 30% staff shortage and 125 thousand criminal proceedings, each investigator has 221 cases: “This means that over the course of six months an investigator can devote only 4 hours to the investigation of one case.”
