Oleg Belaventsev, plenipotentiary representative of the Russian President in the KFO, told reporters about this on Wednesday in Sevastopol. According to him, the effective Soviet personnel selection system has been completely destroyed, which was especially reflected in Crimea, where for 23 years almost no attention was paid to the personnel problem, which made it the main problem in general. In this regard, he explained, a situation has arisen in which, under the conditions of Russian legislation, an extremely acute shortage of qualified personnel ready to work effectively in the new conditions has arisen in Sevastopol and Crimea.
It was this circumstance, according to him, that caused the need for a massive influx of personnel from mainland Russia to the peninsula.

“Of course, we try to select the best, but the best are needed all over the country, so the best don’t always get here,” Belaventsev said. At the same time, according to him, the position of the president and himself is to give preference to local personnel, but “the problem is that in Sevastopol and Crimea people lived in a different legal field, and it takes some time to train people,” added the plenipotentiary.
“This is the kind of work we do. Today, about 80% of our federal employees come from continental Russia. About 20% of local personnel. About 65% at the regional level are local personnel, 35% are newcomers,” Oleg Belaventsev specified.
The President, in his words, “sets the task of recruiting personnel on a professional basis,” but at the same time, personal business qualities are no less important, allowing them to cope with the assigned tasks as efficiently as possible in a short time.
“Well, plus, the personnel must be trusted. Trust and demand. You don't have to do people's work for them. There are enough mistakes in personnel policy, but we are working. If we see that a person is not coping with his responsibilities, then we get involved in this work and change people. We all understand that those who do not work make no mistakes, but there are system errors that do not allow a person to be in a particular position. There are obviously other interests that we are now actively fighting,” Oleg Belaventsev concluded mysteriously.
Note that these statements were made against the backdrop of intensified rumors that the supreme leadership of Crimea and Sevastopol, represented by their main figures - Aksenov and Menyailo - is preparing for a gradual removal from their positions. This is also evidenced by the current personnel changes in regional authorities. In particular, three of the four deputy governors in the government of Sevastopol are widely identified as “Chaly’s people,” which, according to observers, indicates increased control of the legislative branch of government over the executive. Also, the city Legislative Assembly is working on amendments to the city charter to introduce direct elections of the governor. Similar work is being carried out in the Crimean parliament.
