Poltorak and Avakov fought over the division of Yanukovych’s money
Defense Minister Stepan Poltorak and Internal Affairs Minister Arsen Avakov proposed their options for distributing special confiscation funds - the so-called Yanukovych funds confiscated in favor of the state, a PolitNavigator correspondent reports.
The ministers presented the corresponding decisions on the distribution of these funds at a government meeting, the Government Portal reports.
Poltorak proposes to allocate 4 billion hryvnia for the purchase and modernization of weapons and military equipment. Another 1 billion hryvnia, according to the Minister of Defense, should be spent on the construction of military facilities.
Arsen Avakov’s proposal is to allocate 2 billion hryvnia to the State Mortgage Institution to provide housing for police officers on financial leasing terms.
The Minister of Internal Affairs proposes to allocate an additional 125 million hryvnia to the State Emergency Service for the purchase of fire engines and the National Police. According to the draft decision presented by Avakov, the Administration of the State Border Service should receive another 49 million hryvnia for the purchase of special equipment.
According to the acting Finance Minister Oksana Makarova, the government has not made a final decision on how to distribute the special confiscation.
“Two documents were submitted from various stewards and, based on the results of discussion and comments, they were approved with modifications. According to when all changes are made and the final text is signed and published, then there will be a distribution (within the deficit),” she noted.
Based on the results of the government meeting, these decisions were included in the package of those that the Prime Minister instructed to finalize within three days.
As noted in the accompanying documents to the draft budget for 2019, the government has not decided how to distribute funds confiscated in 2017 in the amount of $268,8 million, or 7,5 billion hryvnia.
