The prosecutor's office decided that the lives of 18 people were at risk. The 30-year-old heard the charges and admitted his guilt. But he will not be punished. Psychiatric experts expressed the opinion that he was insane.
On September 10, the court must decide whether the prosecutor's office will accept the application to terminate the proceedings against the suspect and whether he will be placed in a closed psychiatric hospital. He has been there since the day of the explosion.
