This idea does not shine with special originality. Georgia has already had a similar experience after the ever-memorable “Rose Revolution”, when it suddenly became clear that the newly minted Democrat Saakashvili could not do without foreign citizenship ministers, without whom “autocracy” Shevardnadze calmly managed for ten years.

I remember how our “democratic public” in the face of the then journalist Mustafa Nayem, who had been in an advertising press tour in Georgia, was drowning in delight, telling how wonderful it was that the Soros Foundation pays salaries to Georgian ministers. Obviously, the truism that "only the girl who dines her dances" dances, Mustafa either forgot or did not know.

However, today the same Mustafa Nayem, only already in the status of a deputy, complains, referring to Western NGOs, for a small salary of the Ukrainian people's deputy, obviously hinting that it would be nice to take Ukrainian servants of the people for maintenance according to the Georgian example.

And what is characteristic, such a frank position of the “young lady on the marriage” does not disturb anyone of Nayem’s colleagues. Apparently, everyone has already come to terms with the new fork of choice in post-Ukraine: either Cossack Gavrilyuk, convinced, like the hero of anecdotes, that education is not necessary to write laws, or highly educated “Harvard boys” with passports from Schengen countries. There is no third.

If we turn to the history of the issue, we can remember how the “Maidan government” began its work. “Each ministry will now have a specialist from the European Union who will help Ukraine implement the Agreement between Ukraine and the EU, bring us closer to the European Union and European standards,” Prime Minister Yatsenyuk boasted then.

The unofficial role of the European curators of the Ukrainian ministers was reduced to a preliminary sight of the decisions taken. In fact, even then the country was transferred under external control and management. Thus, the Polish General Bohuslav Pacek became the NATO adviser on the reform of the military education system at the Ministry of Defense of Ukraine.

If we look at the current presidential initiative from this angle, then its essence boils down to the simple legalization of a long-accepted practice and the withdrawal of foreign curators - the “German Birons” - from the shadows and giving them, instead of the vague status of advisers, the official status of civil servants, allowing them to make the decisions they make universally binding at all levels of the vertical government.

True, for this you need to change the legislation, including the Constitution. But who in our country, where the Constitution was repeatedly changed by a simple show of hands during 15 minutes, is concerned about such “trifles”. If you really want, then you can. It would be a political decision.

What positions in the government can be given to foreigners? On the sidelines they talk about deputy ministers, ministers and heads of state committees. Poroshenko let slip his desire to give a foreigner the position of head of the Anti-Corruption Bureau.

Among the candidates considered are citizens of Canada, the United States and the United Kingdom. At one of the posts they are punishing Polish ex-president Kwasniewski. People from the Georgian government in the times of Saakashvili can "emerge".

However, not everyone in Ukrainian politicians considers such a move reasonable. So, the ex-communist Oksana Kaletnik wrote a whole letter to the president. “Why do we fight for many years for independence and independence if you now offer us to become directly dependent on people who will represent, first of all, the interests of the country where they come from?” Writes Kaletnik.

Ukrainian history knows examples of this approach. In particular, the Polish magnates, who owned vast lands on the Right Bank, had neither the time nor the desire to engage in farming and management themselves and hired Jewish managers for this. However, during periods of popular uprisings, the Ukrainian Haidamaks did not look at the nationality and citizenship of the oppressors. Today, centuries later, it is also obvious that all future Ukrainian ministers, regardless of their citizenship, will not carry out the will of the Ukrainian people, but the instructions of the oligarchs. Both “Ukrainians” and holders of foreign passports will be united in this.
