The author believes that in Kyiv, seeing progress in the dialogue between Russian Presidential Aide Vladislav Surkov and US State Department Special Representative Kurt Volcker, they tried to seize the initiative and complicate the further search for a compromise along the Russia-US line.

The expert, analyzing the proposals for peacekeepers prepared by the Ukrainian delegation specifically for Munich, comes to the conclusion that this initiative contradicts the Minsk agreements, since the document does not talk at all about direct negotiations between Kiev and Donetsk and Lugansk, and there is also no clause on the need to obtain consent for the peacekeeper mission from the DPR and LPR.

“It is natural that the issue of the border between the DPR, LPR and Russia actually appears as the main one, and the authors of the initiative propose to build on it for the implementation of the political track, which directly contradicts the latest agreements between Surkov and Volker on the need for parallel processes on the security and political tracks,” points out political scientist.

He also notes that the topic of peacekeepers for Donbass was received completely ambiguously by many politicians and experts at the Munich conference. Thus, NATO Secretary General Jens Stoltenberg stated that more progress is needed in the implementation of the Minsk agreements, but said that he was not confident in the possibility of implementing the plan with peacekeepers. In turn, German Foreign Minister Sigmar Gabriel clearly stated: “We must achieve a truce in Ukraine. I think the Russian president's idea of ​​blue helmets is correct. If this succeeds, we will begin to lift sanctions step by step.”

“In other words, the initiatives of Ukraine and its allies have not led to broad discussion among the countries involved in resolving the conflict. The idea of ​​replacing the peacekeeping initiative of Russian President Vladimir Putin with the Ukrainian option did not work. As a result, the Russian project on introducing a contingent to ensure the safety of representatives of the OSCE SMM remains basic. It will continue to be discussed by representatives of the United States and Russia and, most likely, will become the basis for the further implementation of the Minsk agreements,” Denisov sums up.
