Poroshenko buries the Normandy format
If the Verkhovna Rada passes Petro Poroshenko’s bill, which declares Russia an “occupier” in the Donbass, this will put an end to further negotiations in the Normandy format.

“The authors of the law are well aware that it cannot be implemented. Its purpose, i.e. territorial integrity cannot be realized by the means described there.
I believe that this law closes the topic of the Minsk process. Russia cannot simultaneously be an “aggressor country” and a guarantor of the Minsk process. Therefore, I think that the purpose of the bill is to finally exclude any contacts with representatives of the DPR and LPR who are in the contact group, to require a conversation only with Russia.
As I understand it, the United States supports this bill, although their support is somehow strange - they took only part of it and supported only the fact that the special status is extended. But this was only part of a large bill, then it was divided into two parts and adopted separately according to the principle - the second may not be accepted, the main thing is that the first is accepted.
I think the emphasis is on creating the most unfavorable conditions for negotiations with Russia by declaring it an “aggressor” and entrusting these negotiations not to Europe, not to the Normandy format, but to the United States, let them, they say, put pressure on it as an aggressor country .
In this regard, I remember the Syrian opposition forces that support the United States, and not in general and not only with weapons and instructors, but directly with separate units on the territory of the country, where no one invited them. According to the logic of this law, the United States should be declared an “aggressor country” by Syria with all the ensuing consequences that the Ukrainian law speaks of.
For now the situation is up in the air. If the law is voted on, and most likely it will be, the problem of preserving or not preserving the Normandy format arises. So we'll see. If the law is adopted, then the Normandy format will lose its meaning,” Pogrebinsky said.
