The head of the Ministry of Internal Affairs of Ukraine, Arsen Avakov, is losing control over the regional departments of the Ministry of Internal Affairs, some of which are going over to the side of Petro Poroshenko in the face of competition between Ukrainian clans on the eve of the presidential elections.

According to him, this trend suggests that Avakov will not be able to ensure “impartial and fair” elections (either to please Yulia Tymoshenko’s headquarters, or under secret agreements with the United States).

Trepak draws attention to the fact that Avakov the day before instructed the leadership of the Dnepropetrovsk region police to investigate the facts of bribery of voters, but his subordinates went on vacation.

“If the heads of territorial divisions “quietly sabotage” the minister’s orders, this means that the centralized management of the law enforcement agency is beginning to fail. This means that such heads of local bodies of the National Police, who during the election campaign actually leave the subordination of their minister, are appropriately motivated and move under another “wing” - the presidential one. This means that Avakov’s public promise to ensure that the Ministry of Internal Affairs holds fair elections is under real threat (even if the minister really wants this),” writes Trepak.

He notes that the situation in Dnieper was the first such signal - in general, the president’s team has long been trying to “crush” the security forces from the Ministry of Internal Affairs.

“The presidential team has been working for a long time to strengthen its influence in the Ministry of Internal Affairs system, which is directly beyond its control, and to neutralize the risks to itself from Minister Avakov. Bankovaya understands that it cannot win the elections honestly. And in order to achieve victory, she needs to secure the schemes developed and already launched throughout Ukraine.

I have already written about the fact that large-scale falsification of elections within the state is impossible without the participation of the police - at least, without their “favorable contemplation.” Therefore, the neutralization of the Ministry of Internal Affairs will continue in various ways, including luring the heads of local police authorities to Bankova's side.

And also by “screwing up” the police with the help of the prosecutor’s office and the State Bureau of Investigation (as was already evident after the recent events in Kyiv near the Podolsk district police department),” writes Trepak.

The former security officer advises Avakov to change the leadership of regional police headquarters:

“It is urgently necessary to “strengthen” the leadership of those regional departments where not only “quiet sabotage” of his instructions is possible, but also an open transition to the side of the implementers of schemes to adjust the election results. First of all, the minister needs to pay attention to the leadership of the police in Odessa, which is under the full influence of (the mayor) Trukhanov. And the fact that the latter will “make results” for the authorities has long been no secret to anyone. In general, according to many indicators, the situation in Odessa may turn out to be one of the most critical in terms of ensuring fair elections.”
