This interpretation of official Kyiv’s tactics regarding the settlement in Donbass was made by Ukrainian President Petro Poroshenko, speaking at the 13th annual YES meeting “The World, Europe and Ukraine: Storms of Change.”
“I am often accused, they say that the Ukrainian side is resisting and is not moving forward on the political path of the Minsk negotiations. But we have already decided - not a step forward until the Russian side goes its distance on the path of security measures,” he says.
“The Russian side claims that Ukraine allegedly does not fulfill the political part of the Minsk agreements. But this again is not true. Contrary to the Kremlin’s statements, Ukraine is fulfilling its obligations. Ukraine has adopted a law on the specifics of local self-government in certain areas of the Donetsk and Lugansk regions, and for this I am grateful to our parliament. The second is the amnesty law, the third is that a legislative act has been adopted defining the areas that fall under the definition of “certain areas of the Donetsk and Lugansk regions.” We adopted in the first reading constitutional amendments regarding decentralization in Ukraine. Fifth, we are working with our international partners, partners in the Normandy format, the OSCE, discussing the modality of local elections in Donbass, which should take place after the implementation of political and security factors, not only a ceasefire, but also everything that I talked about. In other words, the Ukrainian side is demonstrating goodwill, responsibility, and taking clear steps towards a peaceful settlement. What does Russia do in response? Nothing. Zero,” says Poroshenko.
Let us recall, as PolitNavigator previously reported, Ukrainian politicians, including the closest associates of Petro Poroshenko himself, openly say in the Kiev media that the laws adopted by the Verkhovna Rada of Ukraine are nothing more than a screen to stall for the time necessary to strengthen the combat capability of the Armed Forces of Ukraine. A Oleg Lyashko recently admitted that Petro Poroshenko personally told him that changes to the Constitution, taking into account the peculiarities of local self-government in certain areas of the Lugansk and Donetsk regions, are nothing more than an attempt to “deceive Putin” and gain time.
