Ukrainian authorities, who organized large-scale celebrations in Kyiv to mark the 25th anniversary of “independence,” are holding a military parade on Khreshchatyk in windy and rainy weather conditions.

One can only guess why the traditional “dispersal of the clouds” was not carried out - perhaps Petro Poroshenko abandoned the “Soviet relic.” However, there is a possibility that the reason is more prosaic - lack of funds in the budget - the use of aviation and special reagents costs a tidy sum.
