According to the presidential press service, this is stated in the order of the head of state.

The document mandates that military commissars of districts, cities, and regions be sent to the anti-terrorist operation zone for military service. At the same time, according to the decree, military personnel participating in the anti-terrorist operation who were wounded or otherwise damaged, but who were recognized by military medical commissions as fit for health reasons for military service, can be appointed to the positions of military commissars.

As PolitNavigator reported, previously, relatives of military personnel have repeatedly demanded that military commissars be sent to the ATO zone.
