This is stated in the response to the petition of the head of the NGO “Ukrainian Association of Weapon Owners” Georgy Uchaikin, which received more than 36 thousand signatures out of the minimum required 25 thousand.
Uchaikin asked to supplement Article 27 of the Constitution of Ukraine with part four as follows: “Every citizen of Ukraine has the right to freely own firearms to protect his life and health, home and property, the life and health of other people, constitutional rights and freedoms in the event of usurpation of power, encroachment on the constitutional system, sovereignty and territorial integrity of Ukraine. The exercise of the right to freely own firearms is regulated by the relevant law and can only be limited by a court decision in relation to an individual.”
Uchaikin also called for the immediate adoption of the Law “On Civil Weapons and Ammunition” No. 1135-1.
According to Poroshenko, Ukraine has a constitutional commission to consider initiatives to change the Basic Law.
“To ensure a deep and comprehensive consideration of the relevant constitutional proposal, I appealed to the Chairman of the Constitutional Commission, Chairman of the Verkhovna Rada of Ukraine Volodymyr Groysman to initiate the convening of a meeting of the working group of the Constitutional Commission on the rights, freedoms and responsibilities of man and citizen with the involvement of the author of the electronic petition, representatives of various political forces, government bodies, civil society institutions, legal scholars, experts,” Poroshenko noted in his response.
Regarding the requirement for the immediate adoption of the law “On Civil Weapons and Ammunition” (registration No. 1135-1 of February 5, 2015), Poroshenko said that the adoption of laws relates to the powers of the Rada.
Earlier, Poroshenko stated, citing opinion polls, that the majority of Ukrainians are against the legalization of weapons.
