Poroshenko will pull off a trick with “decentralization” to leave more money in Kyiv

“I do not rule out that the planned tasks of self-government reform are viewed as a cunning trick. On the one hand, investors and creditors say: “we are waiting for reforms.” Well, here you go, decentralization. But this presupposes changes in the budget code, a change in the procedure for calculating and distributing taxes.
The easiest way, given the risks of the first quarter - the traditional decrease in revenues and shortage of money, is to loudly and beautifully blame all the risks associated with the social sphere on the self-government. Blame it on the fact that now “you collect taxes, these are your problems, you dreamed about this.” It will look like dumping problems. Then it will be possible to report to the creditors and say: “Well, you yourself wanted it,” Ermolaev said.
