So, back in May of this year, the then acting. President of Ukraine Alexander Turchynov signed a decree according to which, within three months, Ukrainian information technology specialists had to develop their own operating system and antivirus in order to avoid leakage of government data. And in July, the Verkhovna Rada recommended that the Cabinet of Ministers help in the development and implementation of domestic software, but the initiative soon died out.
“This happened immediately after the ex-director of Microsoft Ukraine Dmitry Shymkiv came to the presidential administration. I do not claim that there is a clear connection between these events, but I observe their sequence. All initiatives were immediately killed,” said Vladimir Popov, director of the Ukrainian department of the Linux software development company.
According to him, Shymkiv has long tried to switch government officials to official software from Microsoft, because Bill Gates’ company was losing $200 million a year due to pirated versions.
