“The Kiev regime continues to promote amendments to the Constitution of Ukraine that have not been agreed upon with the DPR. They do not provide rights and guarantees for our citizens. At the same time, the Kyiv authorities hypocritically claim that they coordinated their proposals with certain mythical “representatives” of Donbass, whom they themselves appointed and who do not represent anyone.
With tenacity worthy of better use, Kyiv is pushing through the Verkhovna Rada a draft law on local elections, which is also not agreed upon with the DPR and LPR. We officially presented to Ukraine the draft laws on elections that we had prepared, amendments to the Constitution of Ukraine, to the Law of Ukraine “On a special procedure for local self-government in certain areas...” (On the special status of Donbass). There was no reaction. Ukraine openly ignores our proposals and even avoids discussing them.
Poroshenko is demonstratively acting unilaterally. Not as a party to negotiations, but as a dictator. He only imitates “dialogue” and the fulfillment of his obligations, in fact neglecting both the letter and the spirit of the Minsk Package of Measures.
