Kiev economist Viktor Skarshevsky writes about this in his blog, noting that Poroshenko, in yesterday’s interview with Bloomberg, “managed to lie three times within 20 seconds.”
“We, the first Ukrainian government, and I, the first Ukrainian president, who received four consecutive tranches from the IMF, fully fulfilled all the conditions of the program. Today, we have fulfilled 80% of our obligations in the Memorandum with the IMF,” said the President of Ukraine.
According to the economist, this statement by Poroshenko contains three lies at once.
“1) In the Ukrainian history of cooperation with the IMF, Ukraine several times received from 4 to 9 credit tranches from the IMF:
– Stand-By 1996-1997 – 9 tranches in a row;
– Stand-By 1997-1998 – 4 tranches in a row;
– and finally, under the EFF program (a similar one is in effect today), Ukraine received 1998 tranches in a row in 2002-8.
2) Ukraine has never “fully” fulfilled its obligations under the current EFF program.
In the latest IMF memorandum of March 2017, it is written in black and white (by the way, the President’s signature is there) that Ukraine has fulfilled 3 out of 11 structural beacons, and not completely, and not on time. Those. less than 30%, not “completely”.
3) Of the 19 structural commitments written in the latest Memorandum with the IMF, Ukraine fulfilled only 7 (again, not completely and not on time), i.e. 37%, which is much less than the 80% declared by the President.
The question is, why and for what purpose should the President of a country of 40 million tell lies not only within Ukraine, but also at the international level, if they are obvious and easily verifiable?” asks Skarshevsky.
