Poroshenko threw Merkel and Macron out of the game
Petro Poroshenko’s bill, which declares Russia an “occupier,” means that the Ukrainian president has decided to play his own game, in which there is no place for representatives of the Normandy Four and which contradicts the Minsk agreements.

“What does this law mean? First of all, it contradicts all the Minsk agreements from points one to nine, and Ukraine must understand this. The second point is that the wording that is enshrined there further alienates Donbass from Kyiv and impedes any possible negotiation process at all. Since the formulation in which all this followed blocks the Minsk process, this is a direct challenge to the Normandy format. For example, Germany and France, who acted as guarantors. It is interesting that the Americans advised the Ukrainian authorities to extend the current law, and not to adopt a new one. But Poroshenko, apparently, decided to play his game once again,” Gasparyan explained.
Also, according to Gasparyan, Poroshenko is very interested in pushing aside the SBU and himself leading the processes related to the confrontation in Donbass.
“The main point for the Ukrainian authorities is that they replace the status of the ATO. For Poroshenko, this is critically important, because according to Ukrainian law, the ATO is controlled directly by the SBU, and since Poroshenko has a difficult relationship with the SBU, the only competent option for him is to reassign the ATO to himself. Thus, he will be able to declare martial law at any time and send troops there. Only the name changes, but the essence of the phenomenon remains.”
