According to him, elections in Donbass are possible only after the “withdrawal of all foreign military units,” the disengagement of troops at the front, and the transfer of the border to the control of the OSCE mission, which, moreover, will become armed and receive police status.

“We call it the OSCE police mission, which will ensure security both during the election process and during the transition period... Germany now chairs the OSCE, we are waiting for our colleagues to bring this issue up for consideration in the OSCE,” he said.

Poroshenko did not mention granting autonomy to Donbass and changing the Constitution in agreement with the LDPR.

But Poroshenko said that Ukraine proposes to withdraw the LDPR army from Debaltsevo - “to ensure the demilitarization of the area,” since at the time of signing the Minsk agreements it was under the control of Ukrainian troops.

“After completion of the disengagement of troops in three preliminary areas - Zolote, Petrovskoye and Stanitsa Luganskaya - permanent 24/7 OSCE monitoring posts should be installed there. After this, we will begin negotiations for the next four breeding sites. I want to announce that the Ukrainian side insisted on the question that among these four points Debaltseve must be present as a place where we must ensure the demilitarization of this area... As of February 12, this territory was under the control of the Ukrainian military, and we believe that this will be to a significant extent contribute as much as possible to the de-escalation process,” Poroshenko said.
