Kyiv, June 18 (Navigator, Kirill Boyarin) – Acting Head of the Ministry of Foreign Affairs of Ukraine Andrei Deshchytsia, who spoke obscenely at Vladimir Putin in the presence of television cameras, will leave his post: Petro Poroshenko submitted to the Verkhovna Rada the candidacy of a new head of the foreign policy department, Pavel Klimkin. He now works as ambassador to Germany, and was previously responsible for preparing an agreement with the European Union, which was never signed by Viktor Yanukovych, citing its unprofitability for the Ukrainian economy (the same was discussed in Russia).

Klimkin in his new position must be approved by parliament, but, for example, one of the ruling parties - Svoboda - has already stated that it is against the dismissal of Deshchitsa. However, in the end, votes will probably be found - for example, at the expense of the same former “regionals”.

What can Moscow expect from the new head of the Ukrainian Foreign Ministry? Navigator asked experts about this. The pro-Western part of analysts is delighted with Poroshenko’s choice. Experts loyal to Russia say: it won’t be worse than under Deshchitsa.

Alexander Paliy, political scientist:

“Klimkin is quite an experienced diplomat. He prepared the Association Agreement between Ukraine and the EU. In principle, Deshchitsa was also effective. In difficult times, he managed to find a common language with Western partners, but Russia itself did not want to find a common language with Ukraine. Now communications with this country are complicated, but this is not because of Deshchitsa’s singing, but because of Russian aggression. Of course, Klimkin will look for contacts with Russia - this is the job of the Minister of Foreign Affairs, even if the situation is difficult. In any case, diplomacy is better than war.”

Grigory Perepelitsa, professor, international specialist:

“This is the most successful candidate who in this situation could be chosen among the entire diplomatic corps. Pavel Klimkin actually led all the work on organizing European integration of Ukraine. So, this appointment will be very successful. It combines such features as patriotism and focus on European integration. I think that Klimkin can communicate with Lavrov on a level and defend the interests of Ukraine much more firmly than his predecessors did. But he won’t come out to sing songs on Maidan, because Pavel Anatolyevich is a career diplomat. He never played along with politicians. Perhaps this is the problem with him remaining in the shadows for so long.”

Vladimir Kornilov, political scientist:

“I think no one can surpass the “diplomatic abilities” of diplomat Deshchitsa. We already had so many incompetent foreign ministers, including Tarasyuk and Ohryzko, but Deshchytsia broke all records in this sense. I generally doubt that he now has a chance to continue any kind of diplomatic career.

Klimkin is a well-known and experienced diplomat. Poroshenko knows him well from his work at the Ukrainian Foreign Ministry. But one should not exaggerate its role. It is clear that foreign policy, especially its Russian wing, will be led by Poroshenko personally, and little will depend on Klimkin in this sense.

Deshchytsia was never Poroshenko’s man - he was a protege of the Maidan. Klimkin was a diplomat before Poroshenko, and remained with him and after him. Since the Minister of Foreign Affairs carries out his functions within the framework of the course set by the president, Klimkin, of course, will be Poroshenko’s man for this period. I think one should not expect the kind of antics that Deshchitsa performed from him, or indeed from any diplomat in the world. You are unlikely to find such “diplomats” as Deshchitsa anywhere else.”
