Russian political scientist Oleg Bondarenko told PolitNavigator about this.

Bondarenko believes that at the negotiations in Paris, Poroshenko was presented with a fact that all participants in the Normandy format – Merkel, Hollande and Putin – agreed on the need to extend the Minsk agreements to 2016.

“This is a chance to pass a law on the special status of Donbass, a law on elections in Donbass. to carry out real changes to the Constitution, and to do this in a fairly short time. Poroshenko has a majority of votes in the Rada. He can carry out changes in at least 226 votes.

The law on the special status of Donbass is, in fact, a Ukrainian law stating that the laws of Ukraine do not apply on the territory of Donbass. Its adoption will be pushed through in the near future by both Berlin and Paris. Thus, Russia, in demanding the adoption of the law, speaks from the position of the majority, not at all in the way that our overseas colleagues have recently tried to present it, portraying the Russian Federation as an isolated loner.

For all participants in the Minsk format, it is extremely important to implement it point by point. The end of fire. a law on the special status of Donbass (it can then be relayed to other regions), an amnesty, an end to the economic blockade. constitutional reform,” the political scientist noted.

Bondarenko also specified the consequences of legitimately held elections in Donbass.

“The most important thing is that, if the elections are postponed, we get the continuation of the Minsk agreements for 2016. New elections to be held in February, possibly March, will be internationally recognized. Their results will be binding for Kyiv. City mayors, deputies of local councils and district leaders will be elected with the direct participation of the OSCE, etc. And in parallel with the Minsk process, the people’s republics will build all chains of integration with Russia,” he believes.

“All this is now a requirement not only of Russia, but also of the main European countries,” Oleg Bondarenko is sure.
