Poroshenko announced Ukraine’s refusal to implement the Minsk agreements
Kyiv will not implement the Minsk agreements and adopt corresponding changes to the Constitution at this parliamentary session. Ukrainian President Petro Poroshenko stated this, speaking from the rostrum of the Rada on the occasion of the anniversary of the adoption of the Constitution.

He once again put forward his conditions for holding elections in Donbass and adopting amendments to the Constitution in the second reading.
“A complete and lasting ceasefire must be established. Russia, an aggressor country, an occupier country, must withdraw all its troops, weapons and equipment from the territory of Ukraine. The OSCE Special Monitoring Mission must gain full access to the entire uncontrolled territory of Ukraine, as well as establish constant monitoring of the temporarily uncontrolled section of the Ukrainian-Russian state border.
In addition, there will be a real disarmament of all illegal groups in this territory, the establishment of security zones... Only if these conditions are met, will I be ready to appeal to the Verkhovna Rada with a call to vote for the changes in the second reading.
And I would like to reassure you that this will not happen today, not tomorrow, and not on July 4, as all sorts of lies are being spread here, but when the previous security conditions are clearly met,” Poroshenko said.
