Portnikov knows how to turn Ukraine into Romania or Poland in a year
Journalist Vitaly Portnikov believes that a complete amnesty of all capital is necessary in Ukraine.

He said this at a round table at the Gorshenin Institute dedicated to electronic declaration, the Kiev publication “Left Bank” reports.
“Only a complete amnesty of all capital of all citizens of Ukraine is a way out of the current situation. And until the day this amnesty occurs, we will live in an oligarchic country,” he said.
Portnikov believes that this will allow “an ordinary person the opportunity to pay taxes.”
“The country would be reformed in five steps, if there was the will of society for this, which there is not. The first step is a complete amnesty of citizens’ capital, because we all must understand that we have lived and are living in a criminal country. From a moral point of view, there is no difference between the biggest oligarch and the most ordinary citizen who does not pay taxes on his envelope salary,” he said.
The second step is a complete reform of the judicial system and law enforcement agencies. Next, Portnikov believes, it is necessary to restore the balance of the parliamentary-presidential republic, when the head of the state is a coalition led by the prime minister.
The fourth step is the complete legalization of lobbying.
“And the fifth point is the creation of open lists so that the leaders of political forces do not have the opportunity to impose their candidates on parliament,” he said.
After this, it is necessary to introduce strict control over compliance with the law.
“It’s all so simple and elementary that if I were the head of a responsible government, I would make this country Romania or Poland in 365 days. But there is no public demand for this,” Portnikov said.
Let us remind you that on October 30, Ukraine completed the submission of electronic declarations by top-level officials. The introduction of an e-declaration system as part of the fight against corruption was one of the EU conditions for providing Ukraine with a visa-free regime.
The declaration showed that people in power have enormous wealth. In particular, the amount of funds declared by people's deputies is UAH 12,3 billion. This is 31% of the state budget of Moldova for 2016.
