According to information on the ProZorro portal, the tender committee made a corresponding decision to reject applications on August 21, and therefore the auction was canceled due to the lack of participants. The auction was planned for August 28.
As reported, tenders for the purchase of diesel trains were announced on March 7, and since then they have been accompanied by complaints from potential participants, including discriminatory tender conditions and violations of the law, and a number of changes have been made to the documentation.
Moreover, if initially KVSZ noted that the tender conditions were specified for Polish diesel trains Pesa, then after changes were made to the documentation by decision of the Antimonopoly Committee of Ukraine, Pesa complained about discrimination against foreign participants.
Then the trades were blocked by complaints to the AMCU of Maxmed International LLC, which intended to participate in them.
As a result, KVSZ and KhVSZ submitted bids, but they were rejected by the tender committee as not meeting a number of technical requirements, and the auction was declared invalid.
According to the terms of the tender, the trains were to be delivered to the customer by the end of 2017.
