After Obama leaves, abandoning the “Steinmeier formula” will drive Ukraine into political isolation
Kyiv does not want to follow even the compromise “Steinmeier formula”, so as not to grant special status to Donbass, writes Denis Denisov, head of the Ukrainian branch of the Institute of CIS Countries, in “Arguments and Facts”.

The political scientist recalls that the essence of the “Steinmeier formula”, named after the head of the German Foreign Ministry who proposed it, is to determine the mechanism for introducing in Ukraine a law on a special procedure for local self-government in certain areas of the Donetsk and Lugansk regions: on a temporary basis - on election day , and permanently - after the publication of a positive OSCE report on their results.
At the same time, the expert notes that Ukraine is trying to change the meaning of the Minsk agreements, seeking not just the separation of the warring parties, but also the issue of “full force control, and in fact clearing the republics of people disliked by Kyiv.”
“Based on this position of Ukraine, the participants in the Normandy and Minsk formats agreed to a compromise “Steinmeier formula,” which Ukraine, like the Minsk agreements in general, continues to ignore. However, this state of affairs is likely to change due to changes associated with the presidential elections in the United States and France, as well as a possible change in the German Chancellor. At the moment, trends in Europe show a change in the positions of many countries regarding Russia, and in a positive direction. As a result, Ukraine may, in a very short time, find itself in virtual isolation, and in the current situation this means the collapse of the state,” Denisov sums up.
