Local authorities, having not received money from Kyiv to solve their problems, may try to redirect the population’s hatred towards the center.

This forecast was made by Public Security Foundation expert Yuriy Gavrilechko at a press conference in Kyiv.
“People were told so much that we have decentralization, that problems will be solved by local authorities, from which we need to demand something,” the expert recalled. “But this local government will not receive money to resolve these issues. First of all, problems will arise for public sector employees, the provision of which will become a test of the financial viability of the local authorities.”
The expert says that the local authorities will not have such an opportunity, and therefore he predicts revolutionary events similar to the Maidan.
“If local problems are not paid attention to from the center, then the conflict between the center and the regions may result not in an oligarchic one, but in the Maidan, which is supported by the local authorities,” warns Gavrilechko. – Or even many Maidans in Ukraine. And any local government understands that when several tens of thousands of people come under the regional council, there are two options: either run away somewhere, or orient people that these are not local problems, the center did not give money, and Kiev is to blame for everything. And, most likely, people will trust the local authorities, because they are accustomed to the fact that there is no money in local budgets, but there is money in Kyiv.”
