The Ukrainian Neptune missile system was never brought to mass production, and the reason for this is not that the current government failed the program to create these weapons, but that Ukraine simply does not have the money for it.

“Under Poroshenko, there was periodic hype around the fact that new weapons programs were allegedly being developed. In fact, all these programs never went beyond a prototype. People stole money on these programs, wrote off money, etc.

The statements of Turchynov and Badrak that Zelensky “flunked” the programs for creating new weapons are explained by the fact that now there is an attempt at revenge by Poroshenko, who is trying to take advantage of the situation that arose after the local elections, the situation around the Constitutional Court, which has not yet been resolved, but showed the growing weakness of power.

You have to understand that there were no funds for new weapons even under Poroshenko, but under Zelensky this is generally bad. There is no money in the budget. I think that even the most daring figures of 10% of Ukroboronprom’s needs are unrealistic - and this money does not exist.

At the same time, they chatter about new systems, without understanding or seeing that the country is in the midst of a deep economic crisis and there is no money for new weapons. This is just a political farce, a twisting of the situation,” the expert said.
