This was stated today by the head of the EU Delegation to Ukraine, Hugues Mingarelli, at a briefing in Kharkov.

“Indeed, we have encountered problems in implementing this cross-border project,” he noted.

Mingarelli did not specify what exactly the difficulties were, citing the fact that he was not directly involved in the project.

According to the head of the EU Delegation, no decision was made to curtail the project. “I can’t tell you that the decision to stop this project has already been made,” he said.
