US Ambassador Marie Yovanovitch spoke about this in an interview with RBC-Ukraine.
“Indeed, last year the Administration decided to provide Ukraine with additional defense capabilities. So far there are no details on how this will be done. We, like Ukraine, have a certain procedure - to implement these decisions, we must inform Congress about how this will be done. And only after going through this procedure can we begin implementation,” she said.
Yovanovitch was unable to accurately inform whether the information that Ukraine will not be able to use these lethal weapons in the ATO zone in Donbass is true.
“The details are still being worked out. And we are working not only through our internal process with Congress, but also through negotiations and coordination with the government of Ukraine. However, I would like to emphasize once again that we are talking specifically about defensive weapons,” the US Ambassador clarified.
In addition, Yovanovitch answered the question of whether these supplies will be from the US government or whether Ukraine will need to enter into contracts with individual weapons manufacturers:
“Now we are talking about defense assistance that is provided to Ukraine from the United States government. Commercial contracts and commercial sales are a completely different issue,” the diplomat said.
When asked if Ukraine would receive this lethal weapon absolutely free of charge, she answered: “Yes.”
