Deliveries of new equipment to the Ukrainian Armed Forces are delayed

Sergei Zgurets, director of the information and consulting company Defense Express, announced this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“During this period, none of the new models - Dozor, BTR-4, BTR-3 and Oplot - entered the Ukrainian army, despite the fact that quite large sums were allocated for the purchase of individual models as part of the state defense order.
The most indicative situation is with the BTR-4 because it is the most mature vehicle; during the period of use in the ATO zone, many improvements were made and today the BTR-4 absolutely meets the needs of the military. But the paradox of the situation is that the purchase of BTR-4 this year was planned within the framework of state guarantees. These guarantees for the purchase of a significant number of BTR-4 were allocated back in 2016. but right up to September the Ministry of Economy, the Ministry of Finance and the Ministry of Defense were deciding how to promote the financial mechanism of guarantees for the purchase of military equipment. It took about 7 months. Only recently were guarantees released for the construction of the BTR-4.
An armored personnel carrier takes about 6 months to manufacture. It is necessary to purchase imported components, German engines. The engine procurement period is about 4 months. If we now start producing BTR-4 under the 2016 guarantees, the first vehicles will appear in the army no earlier than April next year,” he said.
The situation is approximately the same with the BTR-3, the procurement order for which should be signed in the near future.
