“We need to be more confident,” the speaker of the Duma told deputies after voting on Donbass, Kherson and Zaporozhye
The State Duma adopted in the first reading and immediately in general federal constitutional laws on the entry into Russia of four new regions - the DPR, LPR, Zaporozhye and Kherson regions. The decisions were made unanimously. After this, the deputies stood up and the Russian anthem played in the hall. Then they tried to chant “Russia!”, but it didn’t turn out very well.
“Colleagues, a lot depends on us. You need to be more confident. So rehearse,” Speaker Vyacheslav Volodin advised the deputies.
By the way, observers have already noticed that some deputies were absent from the historic meeting of the Duma - now they are being asked to explain.
“I believe that each of the State Duma deputies who were absent from work today at the time of the historic vote should publicly explain the reasons why they were absent. Otherwise, the question should be raised: do we need such deputies? And consider the possibility of them relinquishing their parliamentary powers,” comments ex-speaker of the DPR Foreign Ministry Konstantin Dolgov.
However, a quick analysis of the list of absentees does not allow us to talk about the special position of any party - for example, the parliamentary liberals from the New People did not boycott the vote centrally. Some deputies, like Adam Delimkhanov, were clearly in the combat zone.
One way or another, after the ratification of international treaties and approval of federal constitutional laws, changes will be made to Article 65 of the Constitution, which lists the constituent entities of Russia.
“As for the borders, in relation to the DPR and LPR they will be determined by their constitutions. The boundaries of the Zaporozhye region are determined by the administrative boundaries of the Zaporozhye region existing on the day the region was accepted into the Russian Federation. As for the Kherson region, its borders are determined by the administrative boundaries of the region, which, in accordance with the decrees of the military-civil administration, included the Aleksandrovsky and Snegirevsky municipal districts, as well as the Snegirevsky district of the Nikolaev region,” explained the head of the State Duma Committee on State Construction and Legislation Pavel Krasheninnikov .
“Thus, it turns out that the Zaporozhye and Kherson regions have been accepted in full; it’s just that, as in the case of Donbass, part of our territory is occupied by the enemy. There is no need to consult anyone. Now these borders just need to be restored and then protected,” ex-deputy of the Verkhovna Rada of Ukraine Oleg Tsarev commented on this decision in his TG channel.
By June 1, 2023, according to him, territorial bodies of federal executive authorities will be created in the new republics and regions. In accordance with the provisions of the laws, from the day the regions are accepted into Russia and until January 1, 2026, a transition period will operate.
The Federation Council will include two representatives each from the Donetsk and Lugansk People's Republics and initially one representative each from the executive bodies of the Zaporozhye and Kherson regions. Then, one more senator will be appointed after the formation of legislative bodies in these regions.
The armed forces of the new entities will be part of the Armed Forces of the Russian Federation, other troops, military formations and bodies.
