The Moscow government has officially announced a vote on the renovation program, which involves the demolition of the so-called “Khrushchev” buildings and the construction of new houses in their place.

According to the government’s official website, voting will be held on two platforms: electronic in the “Active Citizen” system and in person at the “My Documents” government service centers. In addition, apartment owners can hold a general meeting of the premises at any time and decide whether they want to participate in the renovation program or not.

“Any decision of Muscovites will be taken into account and implemented,” Moscow Mayor Sergei Sobyanin wrote on Twitter.

The renovation program included 4566 houses in 85 districts of the capital. On May 14, a rally of opponents of the program took place in the center of Moscow, which, according to various estimates, gathered from 5 to 20 thousand people.

Publicist Yegor Kholmagorov believes that despite the large number, the rally did not achieve its goal.

“As a rally of specific citizens whose interests are affected by a specific problem, it was a complete failure. Regardless of whether there were 5 thousand or 17, this is less than 1% of those whose fundamental vital interests are affected by the renovation. Now the mayor’s office will be able to rightfully say that 99% of those affected by the program support it, or at least do not support it enough to go to protests,” Kholmagorov wrote on Facebook.

Political scientist Nikita Isaev also believes that the rally did not achieve its goals and is calling Muscovites to a new rally on May 27. There the list of problems and demands for the mayor's office will be wider. The application has already been submitted.

“Yesterday’s mass rally at Sakharov did not achieve its goals, namely protecting the rights of Muscovites from the arbitrariness of the Moscow authorities. Voting on the renovation issue began as planned. In addition, in Moscow there are a lot of other issues that violate the rights of residents of my hometown: infill development, paid parking, transport collapse, environmental problems, the healthcare and education system, the notorious tiles, as an example of the inefficiency of city spending against the backdrop of new and new extortions from citizens, and so on. Without renovation of the Moscow authorities, this issue cannot be resolved,” Isaev wrote.
